Despite such precautions many consumers are forced to change the service providers due to poor quality service offered by them. The main deficiency will be the speed of downloads. Admittedly, the advertised speeds are not achieved by the service providers. Studies or tests conducted by the telecom watchdog OFFCOM revealed this fact. Even though efforts are being made by the OFFCOM to force the service providers to enhance the quality of service, very little could be done in the matter. Most of the service providers are retailers who depend wholesale agencies for bandwidth. Secondly they have to depend on the networks of such wholesale agencies to supply broadband. Again several service providers are unable to make more investments to upgrade their infrastructure.

Several consumers are forced to continue the services of a service provider despite deficiencies, because of the hassles involved in the transfer of an existing agency. However it is to be understood that changing the service provider is not difficult if the procedure is followed by the consumer. Many consumers are not aware that the service providers allot specific Migration Access Code (MAC) to each customer. It is mandatory that MAC should be provided to the customer in order to facilitate change of service provider. It is quite natural that service providers will show reluctance to reveal MAC to their customers unless they insist for the same. Once the MAC is received, the consumer can change the service provider without hassles. The consumers are to be reminded that it is better to choose a reliable service provider carefully after verifying the credibility. Changing the agencies involves complicated formalities and avoidable delays if the experiences of the consumers are taken into account. Now that some of the service providers are offering better quality broadband services at enhanced rates, consumers can opt for them as such offers are cheaper than fibre based broadband.
